Board Retreat

The Frederick County Public Libraries Board of Trustees Retreat convened at 6:00 p.m. on August 31, 2023 at the C. Burr Artz Library – Community Room.

BOARD MEMBERS PRESENT:  J. D’Agostino, T. Lancaster, G. Mayfield, M. O’Leary, S. Sheppard, K. Spertzel and S. White.

BOARD MEMBERS ABSENT:  None

STAFF PRESENT:  J. Kelly, Director, S. McDuff, Associate Director and C. Hall, Associate Director

The following items were discussed:

  1. J. Kelly presented information about the Friends of Frederick County Public Libraries. Every branch has a group except for CBA which will hopefully restart in the near future. He discussed the independent nature of the groups, the interactions with library staff and some of the groups’ fundraising activities.  
     
  2. J. Kelly explained that FCPL does not have a foundation but discussed the role of J. El-Zeftawy who is FCPL’s Development Officer.  
     
  3. J. Kelly explained how lobbying is done statewide on behalf of Maryland public libraries.
     
  4. J. Kelly discussed the DEIB Audit and how the first Town Hall meeting with staff was used to give context and a debrief.  A video of this Town Hall meeting and the results of the audit were previously forwarded to the Board on August 17.  The Board will be kept updated on future Town Halls and the progression of work in this area. 
     
  5. S. McDuff explained how the Board reaffirms library policies every September. She discussed a few proposed revisions to the Library Cards and Privacy policies which will be voted on at the next Board meeting. 
     
  6. C. Hall gave an update on censorship activities impacting libraries around the country and reviewed FCPL’s process for materials consideration and reconsideration. 

K. Spertzel made a motion to adjourn; seconded by S. Sheppard. No further discussion. 

VOTE: Unanimous

The meeting adjourned at 8:15 p.m.
